The law firm began in 1975, when the residence often known locally as “the Hawkins House” was converted into a law office. In 1981, attorneys R. Romer Brown (now retired) and Carolyn Justh (now deceased), began their association in the practice of law and thus founding Brown & Justh, PLLC.

R. Romer Brown practiced law from 1971 until December 2008 when he retired from the firm. Romer was raised in Kellogg, Idaho; graduated from Oregon State University, and obtained his law degree from the University of Denver in 1968. After two years in the U.S. Army, serving his country at Fort Knox, Kentucky, and Vietnam, he returned to North Idaho, settling in Coeur d’Alene. Romer was the first full-time deputy prosecutor for Kootenai County, serving for six years prior to going into private practice. He was the first President of the North Idaho College Foundation and board member of the Foundation for over thirty years. While maintaining a general law practice, including real estate, wills, probates and business law, Romer was the collection attorney for Chapman Financial Services in the six northern counties of North Idaho for approximately 25 years. He is now enjoying a full retired lifestyle.

Carolyn Justh worked for the Idaho Department of Health and Welfare, serving as Regional Eligibility Director for five county regions consisting of Latah, Nez Perce, Clearwater, Idaho, and Lewis Counties. Carolyn was a member of the Idaho State Bar Association, Probate and Estate Planning Section of the Idaho State Bar, and a member of and past President of the Commercial Law and Bankruptcy Section of the Idaho State Bar. Carolyn's law practice focused on estate planning and general business law. Carolyn passed away in 2007 and will always be remembered fondly by all those that worked with her as well as the numerous clients she served in this community for 25 years.
