The Law Firm and it’s Attorneys

The law firm began in 1975, when the residence often known locally as “the Hawkins House” was converted to a law office. In 1981, attorneys R. Romer Brown and Carolyn Justh began their association in the practice of law. That partnership remains today as one of the longest ongoing law practices in North Idaho.

Attorney Romer Brown

R. Romer Brown has been in practice since 1971. He was raised in Kellogg, Idaho, graduated from Oregon State University, and obtained his law degree from the University of Denver in 1968. After two years in the U.S. Army, serving his country at Fort Knox, Kentucky, and in Vietnam, he returned to North Idaho, settling in Coeur d’Alene.

Romer Brown was the first full-time deputy prosecutor for Kootenai County, serving for six years prior to going into private practice. He was the first president of the North Idaho College Foundation, and has been a board member of the Foundation since 1978. While maintaining a general law practice, he worked approximately 25 years as the collection attorney for Chapman Financial Services in the six northern counties of North Idaho.

Romer Brown’s primary areas of practice are Collections, Real Estate, Probate, Business Law, Civil Practice, and creation of various types of Business Entities.

 
Attorney Carolyn Justh Carolyn Justh has been a lawyer in private practice since 1976. She graduated with a Bachelor’s of Arts Degree from Northwest Nazarene College, Nampa, Idaho, and a Juris Doctorate (J.D.) Degree from the University of Idaho, Moscow, Idaho. She started law practice in Lewiston, Idaho, in 1976, and has practiced law in Coeur d’Alene, Idaho, since 1981, when she began actively practicing in Estate Planning and Bankruptcy. Over the years, she has taught in continuing legal education courses for Idaho attorneys, and has presented estate planning seminars to the public.

Before attending the University of Idaho College of Law, Carolyn Justh worked for the Idaho Department of Health and Welfare, serving as Regional Eligibility Director for the five county region consisting of Latah, Nez Perce, Clearwater, Idaho, and Lewis Counties.

Carolyn Justh is a member of the Idaho State Bar Association, the Probate and Estate Planning Section of the Idaho State Bar, and is a member of and past president of the Commercial Law and Bankruptcy Section of the Idaho State Bar. She is a member and past president of the Coeur d’Alene, Idaho, Estate Planning Council. She is admitted to practice in the state and federal courts in Idaho.

Carolyn Justh’s law practice focuses on estate planning, and general business law. Her practice includes Living Trusts, Wills, Durable Powers of Attorney for Asset Management, Health Care Directives, Estate Tax Planning, Conservatorships, Trust Administration, and Probate and Asset Protection.

 
Attorney Robert Romero

Robert R. Romero, Jr. has practiced in Kootenai County since becoming a member of the State Bar in 1996. He was born and raised in Northern California and graduated from California State University at Chico where he participated in intercollegiate sports and worked on a part-time basis with a real estate investment group. Upon graduating from college he went to work in the title insurance field and eventually was made a lead title officer at a large firm in Sacramento. With the downturn of the real estate market, Robert entered law school at the University of Idaho, became a member and in his final two years, the president of the school’s chapter of the Federalist Society. He was appointed to the City of Moscow’s Board of Zoning Adjustments in 1994 and received his law degree in December of 1995.

Upon being admitted to the bar, Robert Romero worked at a small “boutique” real estate law firm for a year and then went to work for the Kootenai County Public Defenders Office to gain courtroom experience and exposure. He made significant contacts and gained a great deal of courtroom experience in the four years he worked there. Robert has been with us here at Brown, Justh & Romero, PLLC since 2001, but has brought additional trial advocacy skills to the firm along with a strong background in real estate and criminal defense. He became a member of the firm in 2004.

Robert Romero practices primarily real estate, general business, criminal defense and juvenile criminal defense. He continues to be a member of the Federalist Society and the Idaho State Bar Real Estate Section. He is admitted to practice in the State and Federal Courts of Idaho, as well as the Federal Court of Appeals for the 9th Circuit.
